Uhm. So the characters at tier 7 are the worst characters, or are they the ones you never use? I mean... are these tiers based on strength or on how much you use them?

Well, Im not the one who made it. I think its based off the rankings of people who use them in tournaments or something like it, but that doesnt really make a difference.
